When Thoreau said, "that government is best which governs least" I think he meant that the government that gets least involved in the life of its people is the best one. If a government makes too many laws, then its people will be too controlled and might rebel. The government is better off if the people are pleased with the laws but they also have control over them so they are not free to do anything crazy. I do agree with his quote. If a government governs too much, then they won't be making their citizens happy about it.
